I am adding music to an existing video with dancing. The tempos of the songs are different. Is there a way to speed up or slow down the video to match the new songs tempo?
ie.Stretching or compressing the video

There's ways of doing both but I don't think they'll achieve what you after. I need to do a review (don't have time right now) but I think you can do that with Nero Rhythm Snap in Nero Video, Make Advanced Editing.

Think I found it under Camera>Slow & Fast Motion where I can dial in the percentage of rate change as opposed to a set amount 2x, 3x, etc.

After more review, I'm not sure if the what I suggested would do what you wanted unless one adjusts the number of tempo changes in the audio detected by Nero Video.
The other option I was thinking of was the slow motion effects but I didn't think you'd like them. You found a better option that I had forgotten about. It still depends on whether you can tolerate the change of motion in the video. -

I apologize for not doing more testing. Spring/summer finally arrived and I'm trying to catch up on all the outside stuff that should have been finished a month ago. I'm still thinking the Rhythm option might be the right path. There are so many options in Nero Video and probably nobody has worked with each one, including myself. I try some things tonight.

I tried working with the rhythm detection yesterday but every audio file I used ended up with either 100's or 1000's of marks and, for some reason, you can't reduce those numbers to something that might work. One can move and delete marks but it's extremely tedious. If WaveEditor works, I'd go with that. There is the ability to adjust the duration of audio to video but, that's different from what I think you want to do.

The Problem i have is the sound is fine a first but after a while it is oust of sync. the further along in the time line the more out of sync the sound is

There's a lot of threads on trying to sync music to motion in video. I don't think there's a satisfactory way of doing that except in those cases where the audio that's part of the video itself is slightly out of sync. Even then, those efforts aren't always successful.
