I was freaked after finding out that editing and exporting video stuck after completing the editing progress. I was able ti figure that choosing hardware acceleration with nvidia cuda causes that. if i choose my laptop primary graphics card (intel quick sync video) everything is ok (or even if i deselect it).
Something is going wrong with nero video and nvidia CUDA implementation for both nero 2018 (and 2019 as i read in another thread).
You have to fix this
I fully updated windows 10 as well drivers and nero

Well, NVIDIA caused problems in Nero and other software several years ago by disabling the use of CUDA for hardware acceleration in it's drivers. That was supposedly fixed for all cards from the 600 series up but there have been discrepancies. However, you are able to select hardware acceleration so the problem is different.
I find it interesting that you said that if you deselect Quick Sync, everything is okay.
However, I think you should run this past tech support. In Nero Video 2019, select the Live Guide and report the problem. I suspect they've seen this before. Please let us know what they have to say. -
